Parminder Singh Bhandal, superintendent of police (SP), city, SAS Nagar has courted trouble after sending a one-minute-23-second long video of a topless woman dancing on a table to a WhatsApp group. According to the Hindustan Times, the top cop sent the video in a group chat on social messaging app WhatsApp. Members of the group happened to be police officers, politicians and journalists.  However, Bhandal quickly sent an apology to the group saying, "Sorry sent by mistake, my friend children were playing with my phone. (sic)"

Sending obscene material in electronic modes is punishable by law. The IT law says “publishing or transmitting obscene material in electronic form” can lead to jail term up to three years years and a monetary fine. The members in the WhatsApp group raised objections with someone saying Bhandal should have deleted the video after receiving it while others suggesting he should use a password in the app.

His subordinate said that "To err is human, to forgive is divine." Finally the group administrator, a senior journalist said that since the SP had apologised, the matter should be closed. This is not the first time Bhandal has faced controversy. He has been blamed by the family of the victim of a big murder case for shielding the accused.

Bhandal was the captain of the Indian basketball team and was honoured with te Arjuna Award in 2001. His ascension in the police force is credited to performances in national-level basketball games.
