Punjab Congress on Tuesday gave a notice of breach of privilege against the Deputy Chief minister Sukhbir Singh Badal for the alleged misbehaviour and manhandling of the party legislators at the entry gate of the Vidhan Sabha by state police personnel.

Congress Legislative Party leader Charanjit Singh Channi alleged that party legislators were prevented from entering the assembly on the opening day of its budget session which is clearly the privilege of the elected representatives. "Home Minister Sukhbir Badal did it," Channi told media after a meeting of Congress Legislature Party (CLP) adding, "it is the black day of democracy".

"We have given a notice of breach of privilege to the assembly Speaker," he said. "The legislators had to fight for their right, they jumped the barricades and opened the locked gates from inside to make their entry into the assembly," he alleged. Even the women legislators faced hard time to cross the police barricading, he said. A resolution to condemn this incident was also brought in the meeting of the Congress legislature party today.
Channi said, "we have walked out of the House in protest against the address of the Governor of Punjab".

"We met the Governor on the issues of farmers suicide and atrocities on Dalits, submitted a memorandum also but nothing was done by him," he alleged. The Governor's address is the replica of the last year speech in which most of the content remains unfulfilled till now, he said. Earlier in the day, the Congress legislators led by Channi marched towards the Punjab Assembly wearing black badges and showing black flags.

Slogans were raised against the SAD-BJP government on the issue of SYL. The march was in protest against the Centre-filing affidavit in favour of SYL in the Supreme Court.
Channi alleged the BJP-led government at the Centre has betrayed the interests of Punjab by filing affidavit in favour of Haryana.

"They are the alliance partners in Punjab with the Akali Dal," he said. He appealed to the Chief Minister to at least withdraw her daughter-in-law Harsimrat Kaur Badal from Modi government as a mark of protest.
