Prime Minister Narendra Modi may visit Bangladesh in June and operationalise the LBA if it is ratified by Parliament by that time. Parliamentary nod through a constitutional amendment Bill is required for ratifying the boundary pact under which 161 adversely-held enclaves with an estimated population of 50,000 are to be exchanged by the two countries.

The Land Boundary Agreement was signed by the two countries way back in 1974 and an enabling pact was inked in September, 2011 when the then Prime Minister Manmohan Singh had visited Dhaka. The budget session of parliament resumes on April 20 after the recess.

The Bill has already been cleared by the Standing Committee on External Affairs Ministry, which recommended it be tabled at the earliest. At a rally last December in Guwahati, the Prime Minister had tried to hardsell the land swap deal with Bangladesh, assuring the state that there would be "no compromise in Assam's security" and adding that "it may seem a loss for Assam but I will make such arrangements that it benefits Assam in the long run".

Last month, while visiting Indo-Bangladesh border areas, Home Minister Rajnath Singh said that the land boundary deal with Bangladesh should be implemented on humanitarian grounds as people living in the enclaves were facing lots of difficulties in getting basic infrastructure needs.

Sources said West Bengal Chief Minister Mamata Banerjee, who has been assured that the Centre will bear the cost of compensation and resettlement of people in the enclaves after LBA is ratified, is likely to back the central government's fresh move.
