The staff at the Parliament House was bracing up and putting up arrangements for counting of ballots to decide the next occupant of the Rashtrapati Bhawan. The counting will begin at 11 a.m on Thursday and result would be known by 5pm. According to Lok Sabha secretary general Anoop Mishra, who is also the returning officer of the election, first the ballot box of Parliament House would be opened, and then, the ballot boxes received from states would be counted on alphabetical basis.

Four separate tables have been placed in the Room No. 62 of Parliament Complex and there would be eight rounds of counting. As many as 99 per cent members in the electoral college that comprises MPs and members of state legislature voted for electing next president. The numbers are stacked in favour of the ruling coalition's nominee Ram Nath Kovind over the opposition's candidate Meira Kumar. Kovind is set to win as reportedly 63 per cent of votes will be cast in his favour, while Meira Kumar is expected to romp home 34 per cent support. But all eyes will be on cross-voters.

Soon after the results, the Cabinet Secretary P K Sinha, along with Union Home Secretary Rajiv Mehrishi will make a presentation to the President-Elect about the swearing-in Ceremony in the Central Hall. Following this, Anil Khosla, the Military Secretary to the President will pay a courtesy visit on the President Elect.

The Cabinet Secretariat which overlooks arrangements has asked the metrological department to keep them posted about the weather. Some 1,000 soldiers will be lined up along Raisina Hill from Rashtrapati Bhavan to Parliament House to salute the outgoing president, the supreme commander of the armed forces, and then the new one. The ceremonies will take about two hours in all and involve 48 horses — the only ones in the army permitted to wear full manes — of the Presidential Bodyguards, with six officers and 42 riders.

"The ceremony is an elaborate affair which is conducted with precision and requires meticulous planning by several ministries, departments and agencies of the government of India," according to an official communique issued recently.

Kovind is temporarily residing at 10 Akbar Road, the bungalow allotted to Union Minister for Culture Dr Mahesh Sharma. So in all likelihood expecting his win, staff members of the President's secretariat will line up and set a temporary secretariat at 10 Akbar Road till he moves in to Rashtrapati Bhavan. From there, the Delhi police will take over, and ensure security measures are in place.
