Power failure behind Rajya Sabha TV blackout of Derek O'Brien's speech: Probe

O'Brien, taking offence into the blacking out of over 4 minutes in his speech on February 6, had raised the issue in the Upper House.

An inquiry committee instituted to look at the issue of the blacking out of the first few minutes of a speech made by TMC MP Derek O'Brien on the floor of the House by the Rajya Sabha Television has squared the blame on power failure.

O'Brien, taking offence into the blacking out of over 4 minutes in his speech on February 6, had raised the issue in the Upper House. "I seek your protection... I spoke today in Rajya Sabha. The first 4-6 minutes of my speech were not shown on Rajya Sabha TV. I am a member of the Opposition. You protect us," O'Brien had said to BJP leader Satyanarayan Jatiya, who was then in the Chair. Jatia assured of a probe into the matter.

Consequently, Rajya Sabha chairman M Venkaiah Naidu had ordered a detailed inquiry into the matter, the Upper House was informed on Friday.

Senior BJP member Basawaraj Patil, who was the Chair in the Upper House on Friday, revealed the probe's findings. "An inquiry was conducted and it was found that there was a break in the live transmission of Rajya Sabha TV from 13:14 hours to 13:18 hours, four minutes when Derek O' Brien was speaking due to power failure," said Patil.

"After the transmission started again, the incident was regretted by the Rajya Sabha TV through a scroll. It also flashed that the entire speech of O'Brien would be telecast in the evening at 20:15 hours," said Patil.
