Power crisis in Uttar Pradesh: Power Minister Piyush Goyal spars with Akhilesh Yadav even as people suffer in extreme heat

Newly-appointed Coal and Power Minister Piyush Goyal and Uttar Pradesh Chief Minister Akhilesh Yadav today sparred on the issue of acute power shortage in the state, which is reeling under long outages in the peak summer leading to protests.

The Chief Minister alleged that the central government is not making available enough fuel for the power companies in the state.

In a letter to Goyal, the Chief Minister said: "Of the total 6,200 MW sanctioned to the state from central pool, state is only getting 4,200 MW. Before the Lok Sabha polls, state was given 5,200 MW power in this head.

"At present, the state is purchasing 800-1,000 MW power under energy exchange programme but it did not have sufficient power due to which difficulties are faced in supplying power." Listing sources that can be tapped by the state for power, Goyal said UP can also procure adequate electricity from the exchanges.

"We have supplied adequate quantity of coal to power plants in Uttar Pradesh as per the linkage. We have also offered the state government to buy power from the northern grid.

"Whatever assistance the state government requires we are happy to provide, I have personally been trying to contact UP Chief Minister (Akhilesh Yadav) since morning and have left messages but have unfortunately not heard from him," Goyal added.

BSP supremo Mayawati also joined the issue hurling charges against the ruling party in the state that power supply has been restricted to native villages and parliamentary constituencies represented by SP.

BJP President in UP Lakshmikant Bajpayee alleged that the the state government has created the power crisis after it lost out to the BJP in the Lok Sabha elections.

People took to streets in various parts of the state demanding immediate power restoration. Yesterday, BJP protested at 30 district headquarters against crisis.

The Chief Minister said that the total transfer capacity (TTC) of UP had been decreased from 6,100-6,200 MW to 5,700 MW due to which state could not purchase power from other states at it would amount to violation of TTC. The Centre should reconsider this, he added.

Yadav alleged that Rajasthan, Delhi and Himachal Pradesh were given more power than needed by them and they were earning profits by selling it. He sought an end to this practice and demanded more power to the state.

Demanding immediate supply of coal to Anpara A, B and C units to increase generation, Yadav said while Anpara C had stopped functioning, Anpara A and B were producing only 70% of their capacity. 

Yadav asked the Power Minister to ensure five rakes of crushed coal to Paricha Thermal plant that produces 1,100 MW electricity so that it could run in its full capacity.

The peak demand in Uttar Pradesh is to the order of 12,700 MW. The state gets 10,700 MW, leaving a shortfall of around of 2,000 MW at present.

Parichha power plant of 500 MW capacity, which went on forced outage yesterday has been restored and is generating on full load, Goyal said.

The availability of power from the Central Generating Power Stations (CGPS) to UP is also normal, Goyal said, adding that the State is not taking power equivalent to its allocation from gas-based stations of Anta, Aurayia and Dadri.

In case a requisition is made by the state distribution utilities, about 300 MW can be made available immediately, the central minister said

Power can also be requisitioned from other surplus states of northern region for which there is no transmission constraint, he added .

Besides, 377 MW from NTPC's Jhajjar plant is also available, which can be requisitioned by the state, Goyal said. During the election days, UP procured 277 MW from NTPC's Jhajjar plant from May 3 to May 15, this month.
