Political slugfest continues over Triple Talaq bill

Top sources in the Rajya Sabha said that even as the session has come to an end, not only the Muslim Women (Protection of Rights on Marriage) Bill, 2017 that was passed by Lok Sabha and got stuck up in Upper House remains, but two motions for referring the bill to a select committee moved by Anand Sharma of Congress and Sukhendu Sekhar Roy of Trinamool Congress are alive.

So, when the Budget session starts on January 29, the status will remain the same and a forward movement on the measure is possible only if the two sides come to an agreement. So far, there is no indication of any middle ground having been worked out either by the ruling NDA or the Congress-led Opposition.

Soon after Parliament was adjourned, Leader of Opposition Ghulam Nabi Azad trained guns on the government saying the responsibility for the impasse in the last two-three days in the Rajya Sabha over the triple talaq bill "lies squarely with the government".

He alleged that the ruling side does not want the Bill to go to a select committee, even when the BJP has a two-third majority in the Parliament. He also said that the credit for making instant talaq invalid goes to the Supreme Court and not the BJP.

"The government made the charge a non-bailable one and made it a cognizable offence. In addition, the man has to be responsible for sustenance of the family while the woman will have the possession of the children. If a man is in jail, how will he pay for the woman? I asked the law minister to shift the responsibility of sustenance on the government, because the woman will end up on the streets if a man is in jail. However, he refused to listen to us. Is this justice or is this a way to crowd jails?," Azad asked.

Parliamentary Affairs Minister Ananth Kumar, however, accused the Congress of "double speak" on the issue. "They supported the bill in Lok Sabha but opposed it in Rajya Sabha," he said and took a jibe at Congress chief Rahul Gandhi saying while he talks about woman empowerment, he "runs away" when it comes to acting on this.

Kumar, nevertheless, hoped that the party will support the bill when it comes before the House again in Budget Session.
