The government, led by Prime Minister Narendra Modi, and the Opposition blamed each other for disruptions during the Budget Session that ended in a near-washout on Friday, and announced their own sets of fast protests. 

The Session that began on January 29 ended on a bitter note, with MPs from both sides coming face to face before Mahatma Gandhi’s statue in the Parliament House moments after both Houses were adjourned sine die. They held placards, raised slogans and tried to out-shout each other. 

Leaders of Congress and other Opposition parties boycotted the customary tea hosted by Lok Sabha Speaker Sumitra Mahajan at the end of the Session.

Nearly 250 working hours, out of 372 available, were lost to disruptions. Both Houses have been adjourned as per the schedule and will reconvene for the Monsoon Session in July. Modi accused Congress of taking parliamentary proceedings to a new low with its conduct and said BJP MPs will observe fast on April 12 in their constituencies against it. 

He said Congress was throttling democracy and abusing people’s mandate.

Modi forfeited Rs 79,750 of his salary and allowances for 23 days lost in the latter half of the Budget Session.

Congress hit back and said it was the government which was responsible for not letting Parliament function. It termed a gimmick the move by NDA MPs to forgo their salary for 23 days when Parliament did not function.

The party told all its state units, MPs and MLAs to hold a nationwide fast on April 9 to protest BJP’s destroying Parliamentary democracy.

Parliamentary Affairs Minister Ananth Kumar, who led the ruling side march, blamed Congress and its leaders Sonia Gandhi and Rahul Gandhi for a plunge in Parliament’s productivity. 

Congress gave a notice of breach of privilege against Kumar, accusing him of misleading the Lok Sabha by naming Sonia and Rahul for continued disruptions in the House. 

Congress’ KC Venugopal who gave the notice to the Speaker said the party and the entire Opposition were keen to hold a discussion on two pending no-confidence motions and other key national issues, but the government derailed the Session.
