Underling financial inclusion as his government's core focus area, Prime Minister Narendra Modi on Tuesday said that through it the government aims to create job creators and not job seekers and the main target population are people from scheduled caste and scheduled tribe category.

Inaugurating the National Conference of Dalit Entrepreneurs, PM mooted Pradhan Mantri Mudra Yojana as primarily a scheme that is aiming at creating entrepreneurs among Dalits and STs.

"For the first time, the government has initiated venture capital fund for the first generation entrepreneur. This is mainly meant for people belonging to SC/ST category because how these poor do not inherit entrepreneurship from their parents," said Modi.

In the major part of his speech PM stressed elaborately on how his government trying to realise the dream of Dr Ambedkar by taking steps for the inclusion of SC/STs in the national mainstream not only in terms of economic but also in terms of social inclusion.

Hailing Dr Ambedkar's contributions, Modi said he was not only the architect of the Indian Constitution, but also an accomplished economist.

"Babasaheb rightly said that industrialisation will give maximum benefit to our Dalit sisters and brothers," he said adding that people (Dalit entrepreneurs) participating in the function pay crore of taxes and employ lakhs of youth.

Projecting himself close to Dalits as a person who understands their mental condition Modi said, he knows what insult is and how the feudal mentality even in this age cannot accept a Dalit wearing good clothes.

Modi's remarks come at an important juncture when the BJP government has been targeted by the opposition as anti-Dalit on account of RSS chief Mohan Bhagwat's remarks on reservation policy and cabinet minister VK Singh's purported anti-Dalit slander.

"The government under PMMY scheme has disbursed Rs50,000 crore loan without any guarantee to nearly 80 lakh. They are mostly Dalits, OBCs, STs and some women and they all do small little works. In all such people provide jobs to about 14 crore people in the country. But the banker gives loan to a person who provides job to 300 people and has a hi-fi factory. The bank does not even look at those 10 people of a village who provide work to 50 people. We want to change this and want to bring them within the scope of banking sector," said Modi.

Modi was pretty generous in commending the role of Milind Kamble, Chairman of the DICCI,who is also a member of the planning board of the Indira Gandhi National Open University (IGNOU) and was also a member of Sonia Gandhi led National Advisory Committee (NAC) during the UPA regime.
