PM Modi ropes in Niti Aayog to speed up flagship schemes

Worried at the slow movement of several of the big ticket schemes launched by BJP government, Prime Minister Modi has asked Niti Aayog to ensure their timely delivery and transparent implementation.

Following Prime Minister's Office missive, the Niti Aayog, in a recent communication to all the union ministries, has asked to designate a senior official to coordinate and ensure timely completion of flagship schemes that is calls the 'Nation building schemes'.

Many officials see this as the Niti Aayog getting into the shoes of its erstwhile avatar of Planing Commission whose job primarily was to help make plans and then monitor them at both central and state level.

These 'nation building' schemes related to various key ministries such as Ministry of environment, toad transport, railway, consumer affairs, food processing, agriculture, and of water resources etc.

"While projects in a few sectors have shown progress there are several areas where they are lagging far behind. We hope that the delay and reasons for it could be sorted out in a timely manner with a centralised monitoring mechanism," a senior government official said.

The Niti Aayog will now continuously monitor Namami Gange, one of the key projects of BJP government that was also highlighted in its election manifesto. This Rs20,000 crore worth project is moving at a snails pace and little has been to cleanse Ganga besides decking up a few ghats in PM Modi's constituency Varanasi and Allahabad.

Similarly, another ambitious programme for 'Soil Health Card' (SHC) to farmers has not achieved the target that was set for the year and thus has come under Niti Aayog's glare. Till March 2016, the project could collect 69 Lakh samples against the target of 1 Crore that was set for 2015-16.

"Our target was to distribute 5 crore SHCs to the farmers till March 31, 2016. But the achievement till the same period was merely 79 Lakh cards. We hope that with the new method of monitoring the glitches in the scheme will be sorted out and it will meet target of distributing 14 crore Soil Health Cards by 2017 end," the official said.

In the food processing sector, the government is looking at strengthening the cold chain infrastructure with the announcement of 30 new cold chain projects. In the last two year government was able to complete 41 projects that were announced during the previous regime.

The "National Rurban Mission" launched by PM Modi earlier this year is also a major scheme which will now be monitored by the NITI Aayog. The scheme aiming at developing rural growth clusters as smart villages has not been able to kick off yet.

Another scheme that the Modi government is focusing is 'Pradhan Mantri Krishi Sinchayee Yojna'. Having the tag line of Har Khet Ko Paani the scheme having an outlay of Rs. 50,000 for five years is touted as a game changer for the agriculture sector with 46 prioritized sectors to be completed by 2019. But the scheme has not been able to meet the expected results as drought has hit major parts of the country.
