PM meeting chief secys of states today to push growth

The meeting will discuss issues like cashless economy, ease of doing business, direct benefit transfers, agriculture and health, besides plans for better Olympic showing and promotion of electric vehicles

Prime Minister Narendra Modi will attend a day-long session with the chief secretaries of all states on Monday to sort out glitches coming in the way of developmental schemes. The session will look at removing, through better coordination, regional imbalances and disparities.

The meeting will discuss issues like cashless economy, ease of doing business, direct benefit transfers, agriculture and health, besides plans for better Olympic showing and promotion of electric vehicles.

The distress in the farm sector that recently sparked a spate of protests in BJP-ruled states such as Madhya Pradesh and Maharashtra will also come up in the meeting, informed sources said.

The meeting will be attended by finance secretaries and planning secretaries of all states. Because of its confrontation with the Centre, West Bengal is expected to be represented by a junior-level official, sources in the state government said.

The meeting has been organised by NITI Aayog, where its member Bibek Debroy will make a presentation on the financial position of the states.

Adil Zainlubhai, Chairman of the Quality Council of India, a top accreditation body, will speak on budgeting based on outcomes and online monitoring of public finance to help states ensure tighter and deliverable financial goals.

The effort is being seen by some as the Modi government's preparations for the 2019 general elections by ensuring delivery in areas like direct benefit transfers and farm loan waivers.

The day-long meeting also aims at sharing learning from experiences of best practices followed in different sectors by the states.

States will list out their best practices and explain how they handled a range of issues in the most efficient and effective ways to ensure efficient and timely delivery.

Andhra Pradesh, for example, will give a detailed presentation on online management of outcome-based public finance systems, while Rajasthan will give details about its electronically-managed public distribution system. Bihar will highlight the positive outcomes of cash payments under a nutrition programme.

The Nagpur Municipal Corporation has also been called to give a presentation on a public-private partnership for setting up drinking water and sewage treatment plants.

"The idea behind the exercise is to pick out problem areas in the system and find ways to ensure fast-track, all-round development of states by taking a cohesive approach and putting in place improved delivery variables," said an official.
