People are dying in this country, duration of life affected: National Green Tribunal on crop burning

NGT has observed that crop burning still taking place and that the states have not been able to communicate to the farmers and educate them on crop burning.

The National Green Tribunal has directed to the States of Uttar Pradesh, Haryana and Punjab to have designated officers at village or cluster of village levels to monitor the situation, who could be made accountable. NGT has sought action taken a report from the states of UP, Haryana and Punjab.

NGT in its order on burning of crops in the states of UP, Punjab and Haryana has observed that crop burning still taking place and that the states have not been able to communicate to the farmers and educate them on crop burning.  NGT has observed that the types of equipment which are provided are yet to be made available to the farmers.

Talking tough to the states the NGT has observed that the State is accountable to people and can not say that it has done its part, said the court reacting to a statement made by the Governments that they have been doing their best to control the situation.

NGT reacted by saying that the governments have not been able to educate the farmers. The administration has not been able to change the mind of the farmers. NGT further has said, " If you have not succeeded then it the failure of the state. Ultimately citizen is suffering. The duration of life is affected..... you are all satisfied that you are doing your best"

Centre, on the other hand, informed the tribunal that Rs 600 crores are being paid as an incentive to farmers for machines(happy seeders).. this makes 80%. Rest 20% has to be done by the states.

On the query of the Tribunal, centre informed that the burden of Cost that has increased on the farmer is around Rs 600-700  per hectare.

The Principal Bench of NGT asked if that can be subsidised, the Centre reacted by saying that they have already subsidised the costs of the machines.

The NGT was hearing the matters related to crop burning. NGT had in the last hearing sought status report after which secretaries from states had appeared before NGT on Tuesday.

States have been asked to file the action taken the report by 15th of November, which is the next date of hearing.
