Panel to enforce culture clause for Assam

The Central government has set up a high level committee to implement Clause 6 of Assam Accord signed on August 15, 1985. The clause seeks to provide constitutional, legislative and administrative safeguards to protect, preserve and promote the cultural, social and linguistic identity and heritage of the Assamese people.

The panel has been constituted under the chairmanship of retired IAS officer of Assam cadre MP Bezbaruah and includes eminent Assamese personalities from different fields. The committee will submit its report within six months from the date of notification and the state government will provide necessary administrative and logistic support to the panel.

The committee, notified on Saturday, comprises of former IAS officer Subhash Das, two former presidents of Assam Sahitya Sabha Nagen Saikia and Rongbong Terang, former editor of The Sentinel Dhiren Bezbaruah, educationalist Mukunda Rajbangshi, advocate general of Assam Ramesh Borpatragohain and one representative of the All Assam Students Union. A joint secretary in the Home Ministry, most likely from its Northeast division, will be the member-secretary of the panel.

Bezbaruah had earlier headed a committee set up in 2014 to examine the various concerns of citizens hailing from Northeastern states who are living in different parts of the country and suggest suitable remedial steps including legal measures that could be taken up by the government. He has also been a member of the North Eastern Council.

The committee will examine the effectiveness of actions taken since 1985 to implement Clause 6 of the Assam Accord. The panel will hold discussions with various stakeholders including social organisations, legal and constitutional experts, eminent persons from the field of art, culture and literature, conservationists, economists, linguists and sociologists. It will assess the appropriate level of reservation of seats in Assam Legislative Assembly and local bodies for the Assamese people, and will also suggest measures to be taken to protect Assamese and other indigenous languages of Assam.

The Committee will recommend the appropriate level of reservations in employment under the Government of Assam for the Assamese people. The panel may suggest other measures as may be necessary to protect, preserve and promote cultural, social, linguistic identity and heritage of the Assamese people.
