Pakistan has moved a large number of militants to the Line of Control (LoC) for possible infiltration into the valley. The infiltration from across the border has shown a three-fold increase in 2016.

Intelligence inputs received by the security forces revealed that there is a large militant presence on the other side of LoC. However, there is no visible movement of the militants.

"There are inputs about the militant presence along the LoC in the Kashmir valley. However, their movement is not visible which could be a deliberate strategy to avoid detection," said a top security force officer.

Troops have been put on maximum alert and counter-infiltration grid has been further streamlined to thwart any ingress of militants from Pakistan occupied Kashmir (PoK). Security forces on April 10 killed four militants when they were trying to infiltrate from the Keran sector of LoC in Kupwara district.

"Army is doing its best to stop the infiltration," said Dr Shesh Paul Vaid, Director General of Police, Jammu and Kashmir.

Fresh intelligence inputs about amassing of militants on the LoC has come at a time when Ministry of Home Affairs (MHA) has released a annual report confirming the three fold increase in infiltration in 2016.

Data released by MHA reveals that there have been 364 infiltration attempts last year compared to 121 in 2015. Estimated net infiltration (number of militants who managed to sneak in) was 112 in 2016 compared to 33 in 2015. Similarly 222 infiltration attempts were made in 2014 and estimated net infiltration was 65. In 2013, 277 infiltration attempts were made and 97 militants managed to sneak in.

"There has been a spurt in infiltration attempts during the year from the Pakistan side. The state government and security forces have also responded. As a result of this, infiltrating terrorists are increasingly being neutralised," said the annual MHA report of 2016-17.

2016 witnessed a 54.81 per cent increase in the number of terrorist incidents and 110.25 per cent increase in fatalities of security forces in comparison to the corresponding period of 2015.

Data released by MHA reveal that 150 militants were killed in 2016 compared to 108 in 2015. Around 82 security force men were killed in 2016 compared to 39 in 2015. There were 322 terrorist incidents in 2016 compared to 208 in 2015.

"However, there is 11.76 per cent decrease in casualties of civilians in comparison to 2015. During 2016, and there has been a 38.89 per cent increase in the number of terrorists neutralised in comparison to 2015," the report stated.
