Pakistan a fountainhead of terror: MoD report

India is notably warming up to Pakistan and prime minister Narendra Modi's much-talked about cricket diplomacy before the beginning of the ongoing World Cup and foreign secretary S Jaishankar's visit to Islamabad earlier in March are cases in point.

However, the ministry of defence (MoD) on Thursday said that Pakistan continues to be the "fountain head for terrorist activity" and cautioned "ramifications on bilateral relations".

In its annual report, the MoD has said that a meaningful dialogue requires " an environment free from terror and violence" . It said that terrorists camps continue to exist across the LoC and ceasefire violations and attempts of infiltration are impediments to a dialogue between the two countries, adding that India remains committed to resolving issues on the basis of Shimla Agreement and Lahore Declaration.

The 240page report says that the expanding footprints of extremists and terrorist organisations in Pakistan and their linkages with terrorist activity in Jammu and Kashmir and rest of India poses a major security challenge to India with severe ramifications on bilateral relations as well as to peace and security of the region.

The MoD said that Pakistan's quest for strategic depth in Afghanistan "continues to drive its policy to support Taliban and its affiliates."

The MoD also expressed concern on the immplication of China's increasing military might in the neighborhood and "development of strategic infrastructure in border areas".
