India has described as propaganda Pakistan's fresh claims of evidence against former Indian Navy officer Kulbhushan Jadhav — sentenced to death by a Pakistani military court — after he filed a mercy petition with Pakistan Army Chief General Qamar Jawed Bajwa.

Pakistan's Inter-Services Public Relations (ISPR) released a new video claiming it to be Jadhav's confession.

Officials in the Ministry of External Affairs (MEA) said, "Confessions under duress have no meaning." Pakistan has failed to give consular access to Jadhav, they said.

Jadhav was convicted of espionage and terrorism in April this year. He was arrested in March 2016 in Pakistan's restive Balochistan province. The case has become a rallying point in India, spurring calls for action to save Jadhav who New Delhi says was carrying out legal businesses when kidnapped and implicated by Pakistan in an unfair trial.

"Seeking forgiveness for his actions he has requested the Chief of Army Staff to spare his life on compassionate grounds," the ISPR statement said.

Pakistan's decision to release another video when Jadhav filed a mercy petition after the International Court of Justice (ICJ) stayed his execution is being seen as another propaganda campaign by Islamabad in the case.

India earlier moved The Hague-based court, seeking a stay on his execution on grounds that procedures were not followed under international law and Jadhav did not get consular access. It's a rare contest by the two nuclear-armed rivals at the top UN legal body whose rulings are binding, but occasionally flouted.

The court has put the death sentence on hold till the case is conclusively heard, and directed Pakistan to ensure and inform the bench of all measures taken to ensure that the execution does not take place.
