Overspeeding, cutting lanes on Mumbai-Pune Expressway? Pay fine at toll plaza

Officials says the evidence-based system will be easier to enforce in terms of identification of violators and recovery of dues than spot fining and e-challans

In yet another attempt to tackle the growing incidents of reckless driving on the Mumbai-Pune Expressway, the state has proposed that rule violators — those cutting lanes, over-taking from the wrong side and violating speed limits — will be made to cough up the fines on the toll plaza itself.

Under the integrated traffic management system (ITMS) that will be completed by June 2019, the state highway police will install a network of cameras, including those with speed detection capabilities, at 105 locations on both sides of the around 94-km carriageway. This will identify violators who will then have to pay the fine at the toll plaza, where highway police personnel will be present. Officials said the evidence-based system will be easier to enforce in terms of identification of violators and recovery of dues than spot fining and e-challans.

Vijay Patil, superintendent of police (headquarters), told DNA that they had identified 105 locations where most speed violations and accidents took place for installing cameras. These include surveillance, automatic number plate recognition (ANPR) and speed detection cameras. The existing cameras on the stretch are also proposed to be integrated with the new system.

"We are planning to collect fines with the toll... the violators will be identified and asked to pay fines at toll plazas," said Patil, adding that their personnel would be present to enforce the collection.

The highway police are co-ordinating with the Maharashtra State Road Development Corporation (MSRDC), the agency that maintains the expressway, to overcome connectivity issues.

The detailed project report (DPR) for the ITMS project is expected to be finalised by month-end, and tendering will be completed in another three months. The system is expected to be online by June 2019.

Display boards, including those which will be cloud-based and automatically generate alerts, are also being installed. The boards will be located at 10 sites on each carriageway to inform motorists about traffic conditions, mishaps, road works or law and order issues on the road. Cloud-based variable message system (VMS) boards will be installed at two of these locations.
