The Lok Sabha proceedings were disrupted by the Opposition soon after the suspension of six young Congress MPs, a day earlier, for five days. When the House reassembled after the oath-taking ceremony of new President Ram Nath Kovind in the afternoon, the Opposition again pleaded Speaker Sumitra Mahajan to revoke suspension. In the morning, she quickly adjourned the House citing the new President's swearing-in an hour later when Congress leader Mallikarjun Kharge insisted to speak on his adjournment motion during the question hour.

But a ruckus was stored for the afternoon when the House resumed and Congress MP Jyotiraditya Scindia rose to speak. She had allowed him to clarify some of his remarks, being circulated by BJP MPs as anti-Dalit Congress President Sonia Gandhi could be seen watching intensely the short exchanges that followed. Parliamentary Affairs Minister Ananth Kumar asserted that Monday's incident cannot be accepted as permissible parliamentary conduct.

He challenged Kharge to say if what happened was justified as a parliamentary practice.

Trinamul's Prof. Saugata Roy tried to plead that nobody would justify what happened but the Speaker should show magnanimity on an important day like this when the country got the new President. "Your kindness is on test," he said and praised the Speaker for always being generous to allow the members raise all issues. The Speaker appeared moved as she said "give me time to think."

CPI(M) member Mohd Salim appealed to the Speaker to have human kindness for the erred MPs and told her that her kindness would create a cordial climate as all will be with her in running the House. He even urged the parliamentary affairs minister to move a resolution for revoking the suspensions.

The Speaker, however, snubbed him, stating that he was also in the well with others creating the ruckus and tried to resume debate on the Indian Institute of Information Technology (Amendment) Bill that Human Resources Development Minister Prakash Javadekar had just moved. Finding no effect of all their appeals, the opposition members, however, rushed into the well raising slogans and cutting short Javadekar speaking on the Bill, forcing the Speaker to adjourn the House for the day..
