Now Aadhaar registrations at Maharashtra hospitals

Those wanting to register for the unique identity number can soon head to private and government hospitals and get themselves registered. 

To enrol population not covered by Aadhaar and authenticate patients who want to claim benefits under the state government’s cashless medical insurance scheme, all empanelled hospitals will have to setup UIDAI enrolment kits. This is part of the state government’s attempts to ensure that Aadhaar enrolment facilities are available at all premises where government to citizens (G2C) services are offered.

The Centre plans to universalise Aadhaar by March 2017.

Vijay Kumar Gautam, Principal Secretary of the State Information Technology (IT) Department, said around one crore population in Maharashtra, largely under the age of 18 years, was not covered under Aadhaar. “They will not come to our permanent enrolment centres (PECs). So, we have changed our Aadhaar enrolment strategy,” Gautam told DNA.

“Hospitals empanelled by the state government for the Rajiv Gandhi Jeevandayee Arogya Yojana (RGJAY) (now rechristened after Mahatma Phule) will have to establish Aadhaar enrolment kits. This will be a game changer due to eKYC for authenticating the beneficiary’s identity. It will also allow us to weed out bogus beneficiaries. If someone does not have an Aadhaar card, our ‘Arogya Mitras’ posted at these hospitals will make them enrol for it,” said Gautam.

The PPP-based cashless Mahatma Phule Jana Arogya Yojana covers beneficiaries from BPL, APL and indigent categories, with a Rs2 lakh limit on floater basis in empanelled hospitals for 1,100 surgeries and therapies. The state government pays the premium.

The state is also setting up 4,000 PECs and by December 1, a total of 500 government hospitals will get Aadhaar kits for registering new born under the Aadhaar linked birth registration scheme. Aanganwadi supervisors will also be given 3,000 tablet-based machines for registering pre-school children.  

“This three-pronged strategy will be permanent,” said Gautam, adding that camps would be held in schools thrice a year by PEC operators to cover students. “These kits will be there at offices where there is a public interface and G2C services are offered,” he noted.

The Aadhaar-linked birth registration project to link enrolment with the birth certificate has been launched from the public health department’s Daga memorial hospital at Nagpur. 

The state plans to have one PEC for every 25,000 population in urban areas and one per revenue circle in rural pockets. A universal roll-out of the unique identity cards will help the Centre’s plans to push the trinity of Jan Dhan- Aadhaar and mobile (JAM) to enable social security, delivery of welfare schemes and financial inclusion.
