In his maiden Independence Day speech from ramparts of Red Fort last year, Prime Minister Narendra Modi gave a fervent call for ending the era of open defecation through clean toilets for all.

With less than a month left for the PM to deliver his second Independence Day address in New Delhi, four villages in Jalore district of Rajasthan, are set to usher a memorable gift to Modi, by ensuring that no groom in these villages marries without gifting the bride a proper and clean toilet.

Comprising four villages Aanvloz, Vasan, Ratuja and Thalunda, the Aanvloz gram panchayat has resolved to become 100 per cent Open Defecation Free (ODF) through toilets in every house over the next fortnight.

The female sarpanch Mamta Vaishno-led Aanvloz village panchayat has also resolved to put psychological pressure on all village households by giving the call, 'no toilet no marriage.'

"Every family planning to marry their boy will first have to submit a written declaration to us for building a clean and proper toilet for the brides. We'll render a no objection certificate for solemnisation of marriage, only after the declaration is given and toilet is actually built," said the village sarpanch Mamta while talking to dna on Monday.

According to a village elder Narpat Singh, "We're working to become ideal brand ambassadors for the PM's ambitious scheme by ensuring that all four villages become cent percent ODF in next fortnight."

"The groom's family will also have to mention prominently in marriage invitation card the declaration about having built the toilet for the bride. If any family makes false declaration, then the panchayat will penalise the groom's family as well as other people involved in the marriage, spanning from priest to sweetmaker," the sarpanch added.

The Jalore district collector Jitendra Kumar Soni, who is determined at making around 40 villages of 10 gram panchayats ODF villages by September 2015, informed that Rs55 lakh has already been sanctioned to Aavlonz village panchayat to make all four constituent villages ODF. "While 100 ODF target has already been achieved in Vasan village, only 20-30 per cent houses in other three villages are yet to have proper toilets," Soni said.

Not only is Aanvloz village panchayat putting psychological pressure on villagers by making NOC from panchayat necessary for marriage, but several small motivating teams of college and school girls are promoting cause of toilet for all in the village. Vigilance committees have also been constituted in all four villages to ensure that none in the village still go for open defecation.
