Ministers and senior officers wanting to interact with Prime Minister Narendra Modi will now need a clearance from the Special Protection Group (SPG) in wake of the "all-time high threat" quoted by the Ministry of Home Affairs in its new guidelines sent to states.

Stating that the Prime Minister is the "most valuable target" ahead of the 2019 general elections, officials said the SPG has also advised PM Modi to restrict road shows during his election campaigns.

The SPG is responsible for guarding the Prime Minister and former prime ministers.

No one, not even ministers and officers, should be allowed to come too close to the Prime Minister unless cleared by his special security, the Home Ministry communication said, citing an "unknown threat" to PM Modi.

Earlier this month, a security review meeting was chaired by Home Minister Rajnath Singh after a Maoist plan to assassinate the Prime Minister had surfaced. The Maharashtra Police gave the details in a report to the Centre following the arrest of five Maoist sympathisers.

The meeting was attended by National Security Advisor Ajit Doval, Union Home Secretary Rajiv Gauba and Intelligence Bureau Director Rajiv Jain.

The Pune Police told a court on June 7 that they had seized a "letter" from the Delhi residence of one of the five people arrested for having alleged "links" with the banned CPI (Maoist).

It was alleged that the letter mentioned a plan to carry out another Rajiv Gandhi-type assassination of PM Modi.

After the meeting, chaired by the Home Minister, all security agencies were directed to beef up the Prime Minister's security.
