No govt ads for private radio channels inciting communal tension, offending sovereignty of India: DAVP policy

The Directorate of Visual Publicity (DAVP) --the nodal body responsible for release of Central government advertisements under the Information and Broadcasting (I&B) ministry –will not release any advertisement to radio stations which incites "communal passion, preach violence or offend sovereignty and integrity of India or socially accepted norms of public decency and behavior."

The guideline is part of a fresh policy released by the DAVP on empanellment of private radio stations and fixing rates for government advertisements for those channels, as the central government prepares to expand the radio broadcasting network through e-auction of second batch of 266 FM Radio channels under FM Phase III expansion.

The new policy states that DAVP will not take into account the political affiliation or editorial programming policies of private FM radio stations. The guidelines states that radio stations seeking empanellment should have a minimum broadcasting period of six months of commercial broadcast with at least 16 hours of broadcast per day.

It has also mandates that radio channels should submit relevant documents while applying for empanellment such as a copy of Grant of Permission Agreement (GOPA) signed by the I&B ministry, programme schedules for the last six months, balance sheets for previous financial years and the Broadcast Certificate. The policy has made it mandatory for radio stations to inform the DAVP in advance about any change in brand name or face suspension and even disqualification.

The guidelines categorically state that empaneled FM radio stations, would be under contractual and social obligation to broadcast advertisements released by DAVP and hence can't drop government spots. "In case, a channel utilises less than 85 per cent of the total FCT, allocated during a quarter, the channel may face suspension for a year.
The guidelines can, however, be reviewed by the I&B ministry at any point of time.
