No data on minority population: Minority Affair Ministry

The Minorities Affair Ministry has told a department-related standing committee that it does not have data on families living below poverty line in Minority Concentration Areas — those with a minority population of over 25 per cent — since the NITI Aayog has not yet completed the socio-religious census.

The ministry was replying to the Social Justice and Empowerment standing committee headed by BJP's Lok Sabha MP Ramesh Bais on a report on multi-sectoral development (MsDP). The Centre-sponsored scheme — launched in 2008-09 in 90 districts with a population of over 25 per cent minority communities in 20 states and UTs — is now implemented in 710 blocks, 66 towns and 13 village clusters in 196 districts.

In reply, the committee told the ministry that being the nodal ministry, the minorities affairs ministry should have the data of minority communities because, in the absence of data of community-wise beneficiaries, the government will be unable to analyse the impact of the scheme on minorities.

Under the umbrella scheme, the committee noted that not a single pucca house has been constructed in Kerala, J&K and Andaman & Nicobar Islands in the 11th year plan under the Indira Awas Yojana. And, in the 12th plan, the number of states without a single pucca house rose to include Assam, Haryana, Uttarakhand, Maharashtra, Madhya Pradesh, Andhra Pradesh, Telangana, Rajasthan, Gujarat, Chhattisgarh and Andaman & Nicobar Islands.

"The Committee noted that out of 3,01,221 projects of 2,37,390 units have been completed in 11th Plan under IAY. During 12th Plan Period out of 47,403 units under IAY only 27,130 have been completed," the report read.

It also noted that while the scheme has been revised many times, "the socio-economic condition of the Minorities has not changed much". It also noted that the changing of the name of the programme to Pradhan Mantri Jan Vikas Karyakram (PMJVK) should allow central ministries to send proposals directly.
