Niti Aayog to study problems in implementing schemes

The government's premier think-tank, Niti Aayog, has decided to look at the financial difficulties faced by municipal corporations and other Urban Local Bodies (ULBs) in implementing the Centre's urban rejuvenation programme. This primarily includes the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) under the Ministry of Housing and Urban Affairs.

To this effect, the Aayog will organise a knowledge sharing workshop with a focus on municipal finances, covering municipal bonds, audited and accounting reforms and revenue mobilisation.

In a recent letter to states and union territories, Niti Aayog CEO Amitabh Kant has sought the efforts and practices made by the urban local bodies in their jurisdictions so that they could be shared among each other.

The letter states that it has been proposed to compile the efforts made by various ULBs or states to improve governance, service delivery and financial sustainability.

Talking about the Centre's urban rejuvenation mission, the letter states, "The necessary infrastructure and services are to be maintained and delivered by the urban local bodies." It adds that the ULBs are facing constraints in financing the infrastructure, which affects the service delivery.

Earlier this month, Minister of State for Housing and Urban Affairs Hardeep Singh Puri had sought a fortnightly review of urban missions started by the Modi government.
