NITI Aayog selects states for makeover under SATH programme

NITI Aayog has shortlisted Uttar Pradesh, Bihar, Jharkhand and Chhattisgarh, among other states, under its Sustainable Action for Transforming Human Capital (SATH) initiative to handhold them and transform their health and education sectors.

Under the programme, the government's premier think tank has shortlisted five states in each sector after inviting all states and Union Territories to participate in the initiative. Three states in each sector will make it to the final list of states to be assisted by NITI Aayog by next month, depending on "promptness of the response of governance commitments posed to them", the statement read.

A NITI Aayog statement said the think tank and and its knowledge partners will provide strategic, technical and implementation support to three states for each sector and will handhold the states through a "time-bound and outcome-oriented process".

Sixteen states expressed their interest, of which 14 made their presentations to a committee comprising NITI Aayog member Bibek Debroy and CEO Amitabh Kant, among others.

"In both sectors, states have to commit to a time-bound focus, governance reform and delivery of outcomes for final selection of partnership," the statement said.

"The states showcased the initiative undertaken by them so far and their willingness to accelerate improvement, and justified why they should be selected for institutional support being offered by NITI Aayog under the programme," it added.

After the final selection of the states, a programme management unit to push for efficiency and efficacy in government structure and delivery of services will be available at the state level for a period of 30 months, it said, adding that NITI Aayog will actively aid implementation of their recommendations.

In the health sector, Uttar Pradesh, Bihar, Assam, Karnataka and Gujarat have been selected. Similarly, in the education sector, the shortlisted states are Madhya Pradesh, Odisha, Chhattisgarh, Jharkhand and Andhra Pradesh.
