On the first day of the budget session after the recess, both houses of the parliament got adjourned after witnessing heated protests on various issues by the opposition parties.

While members from the Congress, CPI, TMC and certain other parties wanted discussion on the Nirav Modi-PNB fraud under Rule 267, NDA-ally TDP protested for special package for Andhra Pradesh and the AIADMK and the DMK came together to demand implementation of the court order on constitution of the Caurvey Water Management Board.

Though Chairman of the Rajya Sabha, M Venkaiah Naidu, agreed that the PNB scam was a " very important" issue that needs to be debated, he did not permit discussion under Rule 267 that warrants a formal motion for the debate and suspension of all business.

Naidu insisted for a discussion under Rule 176 which allows raising of matters of urgent public importance through a short duration discussion but without a formal motion or voting.

Naidu also said he has received a notice under Rule 267 from Vinay Sahasrabuddhe (BJP) over alleged corruption by relatives of a former minister. "That is also important but I am not allowing it as 267. Give notice under appropriate rules," he said.

In post lunch session, amid slogans by the opposition parties - "Nirav Modi wapas lao", deputy chairman PJ Kurien urged members to allow proceedings and let a short duration discussion on frauds in public sector banks commence immediately.

Even as leader of opposition, Ghulam Nabi Azad, said his party was ready if other opposition parties agreed, the TDP, AIADMK and DMK continued with their sloganeering inside the well displaying placards - "Constitute Cauvery Management Board Immediately" and "Implement special category status Andhra Pradesh Reorganisation Act."

In Lok Sabha, at the meeting of business advisory committee (BAC) chaired by Speaker Sumitra Mahajan, Congress, TMC and the BJD insisted for a debate on "banking fraud" should be taken up for four hours on Tuesday.

While the government was open to discuss all issues, it gave no word on whether the debate on banking scam would take place after the Question Hour on Tuesday, said an opposition MP who was part of the BAC.
