New education policy will 'focus on child health', Centre tells Supreme Court

The Centre has told the Supreme Court that the issue of eradication of alcohol and drug abuse by the students would be included in the government's proposed New Education Policy (NEP).

The Ministry of human resource development told the court that the ministry of social justice has recommended a topic on education on drug abuse within the theme "Focus on Child Health".

An experts committee for evolution of the NEP on its last December 30 meeting had taken a decision that the theme relating to eradication of alcohol and drug abuse by the students will be included for consideration in the policy.

While responding to apex court's December 4, 2015 direction on a PIL, the HRD ministry said that the government of India has undertaken collaborative, multi-stake holder and multipronged consultation process for formulating the NEP.

According to the affidavit, the originally the police was framed in 1986 and the same was modified in 1992.

"The three consultation process included online, grassroots and national level thematic deliberations on 33 themes (13 themes for school education and 20 themes for higher education," the government said.

In March last year, the state level education ministers, secretaries and other senior officers were consulted and suggestions were sought from them.

The government said an extensive, time bound, participative, bottom up consultation process, across nearly 2.5 lakh gram panchayats, 66,00 blocks, 6000 urban local bodies, 676 districts and 36 states and union territories, was carried out between May to October 2015.

"Upto January five, this year, in respect of school education, 1,09,999 villages, 3204 blocks, 712 ULBs, 332 districts and 15 states in respect of higher education 2448… have given their suggestions.

The government response was on a PIL filed by NGO Bachpan Bachao Andolan on various issues relating to children. The NGO has sought an action plan for children to eliminate drugs, alcohol and other psychotropic substance abuse.

It also sought to create specialised systems and practices to enable and promote rehabilitation among children.
