New anti-Maoist policy to be out soon

Union home minister Rajnath Singh seems to be getting assertive in an effort to get a grip on internal security, the primary role of his ministry. With no major decision being taken by the Union home ministry until now, it was being assumed that the main role of the ministry was slipping out from his hands and landing in PMO's lap.

Proving the critics wrong, in the past few days, Singh, starting from massive reshuffle of bureaucrats as per his choice within the ministry, has undertaken key initiatives such as formulating new anti-Maoist policy, stocktaking of infrastructure all along the China boundary and strategic assessment of Jammu and Kashmir in view of the coming assembly polls etc.

The ministry is pushing hard to wrest back the key project of Integrated Action Plan (IAP) for 83 Maoist-affected districts from the Planning Commission, which is being revamped. Started by the Union home ministry in 2011 under P Chidambaram, the IAP was handed over to the Planning Commission during Shinde's tenure as home minister.

Source said that Rajnath is soon expected to take the new anti-Maoist policy to the union cabinet for clearance. The policy talks about increasing the fortified police stations from current 400 to 650 in Maoist-hit states, upgrading counter insurgency and anti-terrorist (CIAT) and jungle warfare schools, and high speed civic development programme in 23 worst Naxal affected districts.

Besides, it also asks for increasing the presence of central paramilitary forces in Bastar by deploying 10 more battalions, approximately 10,000 armed troops, over and above the already deployed 38 battalions
Last week only, Rajnath Singh had increased the financial sanctioning powers of the directors-general of paramilitary forces by up to 400%.

Rajnath will chair a specially called internal meeting on China on Tuesday to review strategic assessment of infrastructure and assets along the Indo-China border.

Sources said, the home minister has called national security advisor, Ajit Doval in the meeting where a detailed stock of requirement of roads, communication and border outposts will be done in the presence of other top officials from IB, RAW and ITBP.

The recent faceoff with China in Chumar and Demchok in Ladakh, has made the Indian security establishment very alarmed and eager to revamp and upgrade its strategic infrastructure along the border.

Jammu and Kashmir is also back on the radar of the home ministry. In its assessment, the conditions in J&K can be on the boil during coming assembly elections and would require deft handling by the state government and security forces for which Rajnath Singh to have a string of meetings.
