New code of conduct
Ministers should not ask civil servants to act in any way which would conflict with the duties and responsibilities of the civil servants
Bureaucrats are insulated from political pressure. They will not act on the mere verbal orders of their political bosses
After taking office, and so long as he/she remains in office, the minister shall uphold the political impartiality of the civil services
The trend of so-called attractive transfers and postings on the recommendations of ministers shall discontinue
Union ministers will have to disclose the assets, business interests and liabilities, including that of family members, to the prime minister immediately after assuming charge. State ministers will report to the respective chief ministers.
The ministers will have to sever all connections from the management of any business in which they were interested before appointment
The minister shall ensure that members of his/her family do not start, or participate in business
concerns, engage in supplying goods or services to the government
Ministers should not raise funds except for the benefit of a charitable body and a political party and he or she cannot accept valuable gifts except from close relatives.
