'Need to develop new small scale industrial zones in Haryana', says Laghu Udyog Bharati

The new Haryana government needs to focus on developing new small scale industrial zones across the state for benefits of around 50,000 business units functional in non-conforming areas in different districts, says Laghu Udyog Bharati, a chamber of small scale sector.

Deepak Jain, state president of Laghu Udyog Bharati, said that Punjab and Haryana High Court had expressed concerns over running of dangerous and hazardous factories and the same cannot be allowed in non-conforming areas in the state.

"The policy is required to be framed for the entire state of Haryana," the High court said in its order. Conveying his wishes to newly elected Chief Minister Manohar Lal Khattar, Jain said the people of Haryana have great expectations from the new establishment.

"He has to burn mid night oil to take the state to new path," added Jain. There are thousands of industrial units operational in non-conforming residential areas in almost all towns of all districts of Haryana.
According to an estimate, there are around 50,000 such small scale units in the state.

Gurgaon and Faridabad districts have more than 30,000 units which had been set up in non-conforming areas. Jain lamented that different state governments since the formation of Haryana state in 1966 had done nothing for the promotion of tiny and small scale units.

"Today, there is not a single hub or zone exclusively made for small scale units in the entire state of Haryana," Jain said. He further said the requirements of tiny and small scale units are entirely different from that of medium and large scale ones.

Laghu Udyog Bharti has demanded that the units which are to be shifted from non-conforming areas to new approved zones must be given land on highly concessional rates. These units should also be given one time state government grant and soft loans so that these units are shifted with ease, Jain added.

Today is the time when the industry is facing recession. If these small scale units are forced to shift to conforming areas, most of them would be rather close down as they cannot afford high price land and other shifting expenses, he further said.

Jain also suggested that the areas where large numbers of tiny units are functional in different districts should rather be converted into a conforming industrial zone and all basic amenities required for these units should be provided by charging nominal fees from them.
