Naxals imparting arms training to kids, says govt

Children hired by them for doing simple tasks like cooking being given drills

Minister of State for Home Affairs, G Kishan Reddy, on Tuesday said in a written reply to Lok Sabha that Naxals are inducting children in their ranks and are imparting them military training. "There have been some reports of CPI (Maoist) inducting children in their outfit in Jharkhand and Chhattisgarh, using them for cooking, carrying daily use materials and collecting information regarding movement of security forces. They are also imparted military training," Reddy said in his written reply.

Reddy said that a National Policy and Action Plan was formulated by the Central government in January 2015 to tackle the Naxal menace in a holistic manner. According to the minister, the new plan envisages a multi-pronged approach comprising security measures, development measures, ensuring Rights and Entitlements of local communities etc.

Reddy also said that Home Ministry is providing all kinds of necessary support to the state governments by way of deployment of CAPF Battalions, provision of helicopter and UAVs and sanction of India Reserve Bns (IRBs)/Special India Reserve Bns (SIRBs) etc. The states affected by Naxalism are also provided funds under Modernisation of Police Force (MPF), Security Related Expenditure (SRE) Scheme and Special Infrastructure Scheme (SIS) for capacity building of State Police, intelligence agencies and Central Armed Police Forces (CAPFs).

DROP IN VIOLENCE

THERE IS 43% REDUCTION IN MAOIST ATTACKS IN FOUR YEARS FROM 2014 TO 2018

  • 8,782 – cases of Naxal violence were reported during 2009-13 
     
  • 4,969 – during 2014-18, a reduction of 43.4 per cent
     
  • 3,326 – people, including security force personnel, lost their lives in 2009-13
     
  • 1,321 – in 2014-18, a reduction of 60.4 per cent
     
  • A total of 1,400 Naxals have been killed during 2009 and 2018
     
  • 310 – incidents of Naxal violence have been reported in the first five months of 2019

The Minister of State for Home Affairs remarked that the implementation of the policy has helped in reducing Naxal violence and has also reduced the areas of influence of Naxals. Reddy said that violent incidents have declined from a high of 2,258 in 2009 to 833 in 2018 in the country. The resultant deaths have also declined steadily from 1,005 in 2010 to 240 in 2018.
