National Commission for Women raps states for pending manual scavenging reports

National Commission for Women on Tuesday expressed its strong resentment against 17 states having pending survey reports on identifying women engaged in manual scavenging.

National Commission for Women on Tuesday expressed its strong resentment against 17 states having pending survey reports on identifying women engaged in manual scavenging.

"It is sad that 17 states are still unable to identify those women engaged in manual scavenging. The survey reports are still pending with them (states) and the NCW is yet to receive these reports, to know the approximate number of women working as manual scavengers," said Hemlata Kheria, member of the commission.

In the city to attend a programme organised by NCW and Social Development Foundation at Rajghat, Kheria interacted with women engaged in manual scavenging and those who left the practice. Nearly more than a dozen women gathered in Varanasi shared their woes with the NCW member.

Kheria stated that she has held three meetings in Uttar Pradesh and found that the district officials are not serious on the issue and some are even unaware that women are still engaged in the practice. She said that Varanasi being the constituency of the Prime minister, it is a higher responsibility of NCW to ensure that this scourge must be eliminated.

"We must ensure that in PM's constituency not a single woman should be working as a manual scavenger," she said. NCW  will make all its efforts to rehabilitate these women and help in getting them financial assistance from the government for choosing an alternate job, Kheria said.

"Social organisations along with district officials should work in discouraging this practice," she repeated.

Manual scavenging has been prohibited under Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act 1993 but there are many places in the country where this practice is still going on, our efforts are focusing on its eradication at any cost, the NCW member pointed out.
