Blame it on high threat quotient or fear of an exposure overkill, Prime Minister Narendra Modi's will be addressing less than half rallies in Bihar than he was originally planned to address after coming from his US visit.

Modi is expected to hit the ground in Bihar on Gandhi Jayanti on October 2 and address about 10 rallies during the five phased (October 12 to November 5) assembly elections instead of originally scheduled 22 rallies, sources said.

State BJP is preparing for Modi's rallies beginning from Banka on October 2 and on October 5 in Lakhisarai. Subsequently the Prime Minister is expected to address a poll meeting in Munger on October 8.

"The state unit of the party has been given the liberty to plan and decide rallies for the Prime Minister to address. They will decide the dates and place for other rallies on the basis of their need," said a source. Modi is also expected to hold rallies in Purnia, Darbhanga and Munger.

But even for the reduced rallies of SPG protectee PM, security agencies and intelligence agencies are not taking any chance and planning everything in detail for each campaign holding hectic parleys almost everyday.

According to sources, the security agencies do not want to take any chances after Modi's pre-election rally blasts in Patna's Gandhi Maidan in 2013.

"Though the state police capabilities and coordination is much better now and the capability of Maoist insurgents or for that matter Indian Mujahideen lay reduced to a great extent, one cannot take chances," said a senior official overseeing security arrangements.

However, security arrangements cannot be blamed for PM's reduced rallies as security agencies –be it the central or the state – have to fulfill the demands that are put forward before them.

"We have not asked for any reduction in rallies,"confirmed an official in the central agencies, giving rise to speculation that it was the BJP state unit that wanted number of PM's rallies to be reduced probably fearing that Modi's overkill may not help it reap the gains it wants.
