MTHL, MMRDA to spend Rs 335 crore for environment management programme

An amount of Rs 75 crore will be given to the fishing community as a compensation.

In order to construct Mumbai Trans Harbour Link (MTHL) between Sewri and Nhava near Ulwe Node in Navi Mumbai, the Mumbai Metropolitan Region Development Authority (MMRDA) will have to spend at least Rs 335 crore towards 'Environment Management Programme'.

This expenditure of Rs 335 crore in the Rs 17,700 crore sea link project is mandatory for the MMRDA to spent as the Coastal Regulatory Zone (CRZ) clearance has been accorded to it on the basis of several conditions including this.

The maximum amount of Rs 75 crore in this will be handed out to fishing community for "compensation and capacity building of fisher folks due to temporary and permanent loss of fishing ground".

Another Rs 45 crore has been earmarked to installation of noise barriers on the sea link once ready. The MMRDA will also have to deposit Rs 25 crore as seed money to mangrove fund apart from another Rs 25 crore for compensatory mangrove restoration plan.

Environmentalists have been raising concerns about damage to the sensitive ecology due to the construction of the 22-km long sea bridge, when ready will be the longest in India. The mudflats at Sewri attract migratory bids every year, it is said by the green brigade that construction of this bridge will affect migration patterns.

The sea link's starting point poses a threat to around 20,000-30,000 lesser and greater flamingos and the critical mangrove habitat. The Sewri mudflats are already heavily polluted, thanks to the coal storage depots, shipyards and domestic sewage nearby. The mudflats have been enlisted as an 'Important Bird Area', as it is home to 150 bird species.

Rs 8cr: Environmental Monitoring- Air, Water & Noise Levels

Rs 25cr: Compensatory Mangrove Restoration Plan

Rs 25cr: Implementation of BNHS's suggestions

Rs 45cr: Noise barriers

Rs 40cr: Mitigation of marine water pollution caused due to surrounding industries & sewage from urban bodies, by providing funding and capacity building for enabling effluent treatment

Rs 25cr: Contribution to mangroves fund by depositing seed money.

Rs 10cr: Oil spill mitigation plan

Rs 20cr: Habitat quality assessment & monitoring. Surveillance management & monitoring team for migratory birds, marine flora, turbidity in sea floor, etc. Corpus fund for mudflat restoration program

Rs 4cr: Appointment of Bird Monitor and his assistant till restoration of baseline data

Rs15cr: Disaster Management Plan, fire fighting, risk analysis

Rs 10cr: Sustainable development including establishing Nature Interpretation Centre

Rs 15cr: Safety & Security

Rs 10cr: Energy Conservation

Rs 8cr: Landscaping-Plantation of trees, flowering plants, etc

Rs 75cr: Compensation & Capacity building of fisher folks due to temporary & permanent loss of fishing ground
