MPLADS expenditure has been satisfactory: DVS Gowda

Gowda talked about the implementation of technology in the process of collection and submission of data.

Union Statistics and Programme Implementation Minister DV Sadananda Gowda, along with Dr TCA Anant, Chief Statistician of India (CSI), during a video conference from Delhi said that The Members of Parliament Local Area Development Scheme (MPLADS) expenditure across the country including West Bengal had been satisfactory.

Asked about the performance of MPLADS in West Bengal Gowda said, "Not only in West Bengal, it has been very good all over India. In the last three years of the present government the amount allocated to West Bengal had been 785 crore while the expenditure had been Rs 873.67 crore. The excess of expenditure had been owing to the funds that had been brought forward from the earlier term and also because of the interest accrued."

Referring to the implantation of Goods and Services Tax (GST) Anant, who is also the secretary of the Ministry of Statistics and Programme Implementation, said it would be helpful in preparing statistics in a better and smoother manner. "It will give data on a single framework and the data at the different levels of productions too will be collected smoothly, and that, in turn, will help in better computation of GDP estimates. It will give a richer picture of the economy," he said.

During the question answer session DNA asked Gowda about the difference in statistics provided by the Centre and state. In the recent past BJP national president Amit Shah had visited Bengal had said that Bengal was lagging behind in agriculture sector whereas later state agriculture minister Purnendu Bose had negated the view saying how did Bengal win Krishi Karman award three times in a row if it was underperforming?

"There are differences because the sources used to collect the data are different, and the timeline too is different. There is a system of reconciliation after which the data will stand corrected," Gowda said.

Gowda talked about the implementation of technology in the process of collection and submission of data. He said that Computer Assisted Personal Interview (CAPI) technique will be implemented, there will be digitisation of Urban Frame Survey (UFS) Maps, there will be use of remote sensing in crop forecasting, and dissemination of data will be done through website of ministry.

"I have written to all the chief ministers to ensure timely completion of all the work. It will not only reduce expenditure, but will also be used more for the welfare of people," Gowda said.
