TDP's no confidence vote comfortably defeated in Lok Sabha; PM Modi passes trust test

In the last four years, the opposition has virtually been bulldozed in the Lok Sabha owing to the overwhelming majority enjoyed by the Narendra Modi government. But the 16-th Lok Sabha is all set to witness its most intense showdown as the House gets ready to debate TDP sponsored no-confidence motion against the Modi government.

In a blow for the united opposition, the TDP's no-confidence vote against the Narendra Modi-led government was defeated. 325 Members of Parliament voted in favour of the government, while 126 voted against it. Earlier, the Shiv Sena and AIADMK walked out of Parliament, as they had decided not to vote.

"The simply did dramabaazi and spoke of what happened in 79 years, of what old PMs said. Did they speak of Rafale, of bank loans, of Nirav Modi? Modi did drama and read from a script. Silent on Andhra people and their demands," said Congress leader Mallikarjun Kharge, who is also the leader of opposition in the Lok Sabha.

DMK working president MK Stalin tweeted, "Support for Modi Govt in No Confidence despite NEET, 15th Finance Commission, GST, Hindi imposition and communal politics is further proof of the quid pro quo arrangement between ADMK and BJP. IT raids on Chief Minister Edapadi Palaniswami's family have achieved their objective.Earlier, Rahul Gandhi hugged the opportunity literally by giving jaadu ki jhappi to PM Modi while ending the speech. Rahul's blistering speech covered several points from domestic to foreign policy. But the most important 'revealation' was that French President has told him that there is no secrecy clause in the Rafale deal. 

While the result is virtually a foregone conclusion, the Opposition will try to use the debate to gain brownie points against the Modi government.  After Rahul Gandhi's speech, all eyes are on PM Modi's reply. Expect lot of fireworks, oratorical flourishes, rhetorics and occasional boring monologues during the debate. Former J&K CM Farooq Abdullah stressed on the need for a comprehensive dialogue with Pakistan. "I am a Hindustani, I was never a Pakistani, never will," he said.

Responding to Rahul Gandhi’s allegations that French president Macron had told him that there was ‘no secrecy pact’ on the Rafale deal, France said a deal was signed in 2008. Earlier, Nirmala Sitharaman, the Defence Minister had pointed out that a deal had been signed during UPA 1 by erstwhile Defence Minister AK Athony. 

In an official statement, the French government said that it had signed a deal in 2008 which legally binds the two states to protect the classified information. It added that these applied to the IGA concluded on 23 September on the acquisition of 36 Rafale aircraft and their weapons.

Reacting, Congress president Rahul Gandhi said: “I stand by what I said. Let them (France) deny if they want. Along with me Anand Sharma and Ex-PM were also there.”

BJP MP Kirron Kher was critical of Rahul Gandhi, saying that he needed to try out a career in acting. "Rahul Gandhi should be ashamed, he can't target our ministers without any proof. He was doing drama in the house and hugging Modi ji. I think his next step will be Bollywood. We will have to send him there," she said.

It was the epic finale of a stunning speech! After a sharp attack against Narendra Modi government, Rahul Gandhi walked across the aisle to hug the Prime Minister. He winked at the entire treasury benches after the hug. He infact said told Lok Sabha Speaker Sumitra Mahajan, "You'll love what comes next." DNA has learnt that Rahul Gandhi was supposed to speak only on Rafale deal and defence scams, but the 38 minute time constraint meant only he'll speak from Congress. When the Lok Sabha resumed after brief break, Gandhi continued his attack and said opponents may hate him, call him "Pappu" but he has no anger, hatred against PM, BJP. Gandhi says he is thankful to BJP for teaching him what it means to be a Congressman, an Indian and a Hindu. While the blistering attack proves that the Congress President is ready for 2019 battle, it was the hug that completely stunned the BJP. It would be interesting to see how the NDA govt plans to reciprocate to this embrace

Congress president Rahul Gandhi clearly knew that not just BJP, but the entire nation will be watching his no-trust vote speech. And he didn’t disappoint. Gandhi’s powerful speech rattled the NDA ministers when he said that the Defence Minister lied to the country and clearly spoke untruth about the Rafale deal. He said that Nirmala Sitharaman’s statement that India and France has a secret pact over the combat jet deal was not correct. He said that he had spoken to the French President and he told Gandhi that there was no such deal. There was a complete breakdown in the House with Union Ministers Sitharaman and Ananth Kumar slamming Gandhi for the Rafale remark. In his most robust attack against the PM, Gandhi said that ‘I can see him smiling. But there's a touch of nervousness in the gentleman & he is looking away from me. I can understand that. He cannot look into my eyes, I can see that because the Prime Minister has not been truthful.’

In its first response to the no-trust vote, BJP’s Rakesh Singh said that the leaders of Opposition are depressed. Attacking the Congress, they BJP lawmaker said Rahul Gandhi-led can’t see a party in power outside its family. He said that there was no basis of this no-confidence motion. He listed out the achievements of the Modi government. ‘Manmohan Singh said minorities have the first right on country's resources. However, PM Modi gave new direction by saying that first right on country's resources is of the poor,’ Singh added.

Yup, #BhookampAaneWalaHai became top trend on the micro-blogging site. It is a political hashtag used by a lot of Twitter users including BJP leaders to mock Rahul Gandhi ahead of the no-confidence motion debate on Lok Sabha. This is a callback to Congress President Rahul Gandhi's own statement in 2016, when he said, "If they allow me to speak in Parliament, you will see what, an earthquake will come". That was in context of demonetization.

What is AIADMK’s stand on the no-trust vote? Ending the suspense, AIADMK lawmaker V Maitreyan said that this ‘no confidence motion’ is spearheaded by Congress and DMK, so no way will AIADMK support it. However, Tamil Nadu Chief Minister K Palaniswami had earlier hinted his party AIADMK might not back the no-confidence motion against the Narendra Modi government, saying the motion was moved by the TDP over an issue concerning Andhra Pradesh. No party had backed Tamil Nadu on the Cauvery issue when AIADMK lawmakers had stalled the Lok Sabha for nearly three weeks seeking the constitution of the Cauvery Management Board (CMB) and the Cauvery Water Regulatory Committee (CWRC), he said. The AIADMK is the third-largest party in the Lok Sabha after the ruling BJP and the opposition Congress. The BJP and the PMK have one MP each from Tamil Nadu, which has a total of 39 parliamentary constituencies.

Ahead of the no-trust debate BJP lawmaker Savitri Bhai Phule told DNA that the Modi government was not protecting the interests of Dalits. "The govt is not protecting interests of Dalits and other weaker sections. Since I was elected on BJP ticket will vote for the government. But I am pained that govt is not protecting Dalit and backward class interests. I have been demanding full implementation of reservation policy as enshrined in the Constitution drafted by Baba Sahib Ambedkar. It is not being implemented fully. There is biased education system also, which is being promoted. I demand a universal education system so that Dalits and other weaker section also compete. Private sector is being promoted to deny Dalits their due. I am pained with all these developments.When there are elections, Dalits are asked to vote, but forgotten after elections and ignored in the system. "

Moments after BJD’s walkout, Jayadev Galla from TDP initiated the no-trust debate. The first speaker of the 7-hour long debate began on an emphatic note by saying the BJP government is changing the goalpost and has deceived the people of Andhra Pradesh. ‘Mr Modi while campaigning in Andhra Pradesh had said 'Congress killed the mother and saved the child. Had I have been there, I would have saved the mother too'. People of AP have waited for 4 long yrs for him to save their mother,’ Galla said during his speech. ‘With folded hand, I now request Prime Minister to announce special status for Andhra Pradesh,’ Galla added. ‘You're (PM) singing a different tune which people of AP are keenly observing & they would give a befitting reply in coming polls. BJP will be decimated in AP the way Congress was if people of AP are cheated. Mr PM, it's not a threat,it's a 'shraap',’ Galli said. Comparing the special package given by the Central government, Galla said that Andhra Pradesh must be given Rs 23,000 crore.

BJP’s ally Shiv Sena has decided to skip the voting during the no-confidence motion. Till the very last moment, Shiv Sena kept its ally guessing of its move. On Thursday, the Shiv Sena decided to withdraw its earlier whip in this regard.  The whip issued by Shiv Sena Parliamentary Party chief Chandrakant Khaire on July 18 had asked its MPs to be present on July 19-20 and support the government’s stand. However, when Sena president Uddhav Thackeray got the whiff of it, he reprimanded them and sought urgent amends. The bickering between Sena and BJP is not new. Thackeray was reportedly upset with media stories of BJP chief Amit Shah’s phone call to him, seeking support on the floor of House.  Party insiders confirmed that there was no call from Shah.

Senior Congress leaders are complaining against the 38-minute time slot allotted to the party during the no-trust debate. Ahead of the debate, Congress leader Mallikarjun Kharge said that the no confidence motion can't be treated like the Question Hour. ‘Is this time sufficient for us to highlight issues of 130 crore Indians & faults of this govt? Each party should get 30 minutes, but 38 minutes have been allotted to the largest opposition party,’ he was quoted as saying by news agency ANI. The party has readied a line-up of five stalwarts to raise crucial issues. It remains unclear whether Gandhi will open the debate for the Congress party, or will it be Kharge who is the party's leader in the lower house. Kharge is slated to speak on lynchings and rising atrocities on the SC/ST community. Apart from Congress president Rahul Gandhi, leaders from the party who are slated to speak are Jyotiraditya Scindia, Mallikarjun Kharge, Shashi Tharoor and KC Venugopal.  The party is banking on Scindia's finesse in Hindi to counter PM Narendra Modi's onslaught. He is expected to pin down the government by raising the issue of farmer and skyrocketing petrol and diesel prices.
