India has started to send out invites to neighbouring & ASEAN countries for Narendra Modi's oath-taking ceremony which is likely to take place on 30th of May. This is in line with Modi govt's "neighbourhood first" policy and "act east" policy and growing focus on BIMSTEC grouping.

Apart from neighbouring & ASEAN countries, leaders of the P-5 countries which include — US, Russia, UK, France and China — and Japan, Germany, Israel, Saudi Arabia and UAE may also be invited for Modi's swearing-in.

During the first tenure of his government, Narendra Modi had visited all South Asian countries with some such as Nepal, Sri Lanka saw multiple visits. 2018 saw all 10 heads of ASEAN countries being invited for Republic day.

Countries have asked not to be identified since as per diplomatic norms, they keen on India formally announcing it. Pakistan still hasn't got the invite for Modi's oath-taking ceremony but it is still a week is left and invitations are still being sent out.

At his oath-taking ceremony in 2014, Modi had invited all heads of state of SAARC countries.

Those included PM of Bhutan Tshering Tobgay, Nepal PM Sushil Koirala, PM of Pakistan Nawaz Sharif, Sri Lanka's President Mahinda Rajapaksa, Maldivian President Abdulla Yameen Abdul Gayoom, Afghan President Hamid Karzai, & speaker of Bangladesh's Jatiyo Sangshad Shirin Sharmin Chaudhury since Prime Minister Sheikh Hasina was on another planned visit.

Only Bangladesh's PM Hasina remains in office, being re-elected last year, rest all the countries have seen a change of government.

It is still not clear if leaders such as Russian President Vladimir Putin, Japan's Shinzo Abe, France's Emmanuel Macron & Israel's Benjamin Netanyahu, with whom Narendra Modi shares a personal rapport will be coming or not. All these 4 leaders had called Modi to congratulate him on his re-election.

Isreal is still in the government formation mode. Netanyahu has been given mandate by the president to try an form a government and as of now, a coalition hasn't been finalized yet.
