MHA to reorganise for broader scope, aims at expansion

With the emergence of new threat scenarios and challenges like radicalisation, cyber threats and narcotics, the Ministry of Home Affairs (MHA) has embarked on a process to reorganise itself, which may be reflected in due course of time.

The consultative process started by Union Home Minister Rajnath Singh with Members of Parliament on Thursday is expected to widen the scope of the MHA, leading to the creation of many new divisions like cyber security, anti-radicalisation and narcotics.

“This is only the beginning. A lot of deliberations will take place before a final blueprint comes through. But given the change in the threat scenario, which includes ISIS and a quantum jump in cyber attacks and internal strife that often go beyond the law and order definition, the MHA is seriously thinking of broadening its horizon,” the sources said.

The ministry is soon expected to constitute a committee of professionals for a thorough study of the subject. Once the proposal for reorganisation is made, the MHA will take it to the Union Cabinet and Finance Ministry for approval, as it may entail creation of more posts and hiring of experts and officials.

The MHA, which has steadily increased its footprint over the past 70 years, currently has 21 divisions dealing with issues such as border management, police modernisation, foreigners, Left Wing Extremism, Jammu and Kashmir, internal security and disaster management.

“This is for the first time that suggestions of the Consultative Committee are being obtained on the restructuring and reorganising of the MHA. There is a need to start a larger discussion, and generate new ideas for reorganising the MHA in a manner that it can meet the rapidly changing security environment,” Rajnath said.

Planning it

The MHA is soon expected to constitute a committee to make a proposal. 
Then the proposal will be taken to Union Cabinet and Finance Ministry for approval.
