Maharshtra government to launch tracking system for better delivery of services to women

In a month's time from now, there will be better tracking of government services that are provided to women in the state. The women and child development department is all set to launch a web-based application on Teacher's Day (September 5) for this purpose.

While the enterprise resource planning system will be first used by officials, it will be made available to the citizens at a later date. About 50 services will covered under the system. "The system is being designed to ensure that services are delivered in a more effective manner and problem areas are identified," said Ujwal Uke, principal secretary of the department.

Uke said the software will help the department find out which officers or offices are taking more time to deliver services to women and children. "The services whose implementation will tested first through the application will be the Manodhairya Yojana, compensation to victims under Protection of Children from Sexual Offences Act, 2012 and other serious crimes like acid attacks."

Under the Manodhairya Yojana, victims are given monetary compensation between Rs2 lakh and Rs3 lakh. Highest relief is given to those who suffer permanent disfigurement of body parts (face) due to an acid attack.

Once government staffers are used to the Yojana on application, all other services that are rendered by the department, about 50, will gradually move into the scheme. The application will work in such a way that a docket number will be created the moment a woman approaches any arm of the state government for its services.

"So if there is a victim who should be getting benefit under the Manodhairya Yojana and has filed a complaint, the police will inform district women and child officer who in turn will create a docket number. The docket number will help us track the progress of the service," said Uke. These include filing FIR in serious offences, counselling, treatment among others.

The application will offer confidentiality and will be accessible to people from anywhere. "We are looking to have high server capacity before all the services can be put on the application. While officers are using it now, women will be able to use it at a later date," said Uke. The date, he said, could be soon or even after a year depending on the performance of the application.
