NCP MLC Niranjan Davkhare had raised the issue through a calling attention motion in the legislative council. He alleged that irregularities and corruption marked the road-digging and cable-laying work, because of which the cost rose multifold.
Davkhare pointed out that the rate agreed upon, Rs72 per square metre, was raised to Rs1,500 per square metre, and the subject of the rate hike was introduced in a Thane Municipal Corporation meeting at the eleventh hour which was questionable. He said the then commissioner took the decision and informed Reliance company which was given the work of digging in connection with laying optical fibre cable for 4G connectivity. Davkhare also raised the issue of radiation from 4G towers in nearby areas. He pointed out that elected representatives had written to TMC objecting to the installation of towers, citing health-related impacts.
Minister of state (urban development) Ranjit Patil said the agreements for shifting the utilities were made in conformance with the practice in the Brihanmumbai Municipal Corporation (BMC) and said the government would take action against officials found guilty.
Deputy chairman Vasant Davkhare, who was presiding over the proceedings, intervened and ordered the government to conduct an anti-corruption inquiry, saying that being a resident of the area, he knows there are financial irregularities. He said he had raised the issue through letters to the authorties more than a year back. He then ordered the government to conduct an ACB inquiry into the alleged irregularities in the rates for digging work.
Patil said another inquiry into the tower installation would be held by a high-level committee headed by a secretary. He told the house that he was aware of health related impact in some of the societies in
Thane and the committee would comprehensively inquire into all details by surveying all 765 mobile towers in Thane district.
Patil said that for the 765 mobile towers, proposals relating to only 28 that have been submitted. He further said that 18 towers have been verified and cleared, and the rest are yet to be checked.
