Maharashtra Assembly business to be digitised soon

The state legislatures would now have speeches of their predecessors in state assembly online, thanks to digitisation undertaken by the Vidhan Bhavan library and reference section. At present, almost 70 per cent of the legislatures avail benefit from the library and reference section.

BB Waghmare, the librarian informed DNA that digitisation is underway for last three years. He informed that right from 1937 to 1999, all the business in state legislature has been digitised. He said that the process is underway and as soon as it is completed, entire business of both the Houses of state assembly would be made available online.

Waghmare informed that Vidhan Bhavan library has subscribed to more than 225 periodicals including 60 dailies. He informed that now since the monsoon session of state assembly is to commence from Monday, many MLAs and MLCs from both the Opposition and the Treasury benches approach library and reference section so that they can pose questions to Government for the larger public interest. In the same way, Treasury benches also refer to library while preparing for speeches to reply a debate on any issue during the course of assembly discussion in the House.

After Legislative Council presiding officer Ramraje Naik-Nimbalkar took keen interest in online transaction, the business of the House along with questions are made available online. Waghmare pointed out that at present MLAs and MLCs through their personal assistants and elected representatives or ministers ask for references pertaining to budget allocation for certain department and scheme when they participate in debate over budget or supplementary demands. Waghmare informed that once entire business since 1937 is available online, it would be possible for members to refer to historic speeches of legendary leaders of the state and statistics as well as references of incidents from the past while highlighting comparative situation.

HOW IT WORKS

  • The sources informed that digitisation is being undertaken at every level in the Government. With first decision of bringing Right to Services Act by Devendra Fadnavis Government soon after swearing in on October 31st, 2014, digitisation and online are the buzzwords. As far as assembly business digitisation is concerned, around 35 lakh papers have been scanned so far and around Rs 65 lakh have been spent for the same, informed the sources.
