Maharashtra assembly approves confidence motion against speaker

Amidst protests, the ruling BJP- Shiv Sena countered the Congress- NCP led opposition’s no-confidence motion against speaker Haribhau Bagade by approving a confidence motion in the state legislative assembly on Friday. Later, opposition members sat in the assembly after it was adjourned, as a mark of protest against their no-confidence motion not being tabled or discussed in the house.

Chief Minister Devendra Fadnavis moved a motion saying the assembly “expressed full confidence” in Bagade. This was seconded by the Shiv Sena’s public works (public undertakings) minister Eknath Shinde. The confidence motion was approved in a voice vote even as the opposition was on its feet.

While the opposition, which had moved a no-confidence motion against Bagade on March 5 alleging he was taking a partisan approach and acting at the government’s behest, was shouting slogans, the house was adjourned for 15 minutes.

Later, Fadnavis told the assembly that a similar confidence motion had been tabled by chief minister Vilasrao Deshmukh in 2006 and approved by the assembly when the opposition had moved a no-confidence motion against the government. “What was legal then is legal and correct in procedure even today,” he added.

Opposition members including leader of the opposition Radhakrishna Vikhe Patil (Congress) and former speaker Dilip Valse Patil (NCP) objected to the way in which the motion was passed. Even as members from the treasury benches trooped to the well, the house was adjourned for the day.

Later, while speaking to the media, Valse Patil said the legislative procedure for tabling the confidence motion was not followed and called it an effort to trample on “democratic values.”

Vikhe Patil questioned why the government was shying away from a discussion despite having a majority and added that for the past few days, ruling party members had created disturbances in the house despite the opposition being willing to conduct business.

“Our motion still stands… we will demand it be shown in the agenda when the house reconvenes on Monday,” he demanded.

Jayant Patil accused Bagade of taking a partisan stand and acting at the behest of the chief minister and the government.
