PM Modi is expected to announce the implementation of the 'one rank one pension' (OROP) scheme for retired personnel of the armed forces. Tight security arrangements have been put in place for the Prime Minister's visit.

According to reports, eight companies of Provincial Armed Constabulary (PAC), five companies of Rapid Action Force (RAF) would be deployed in addition to seven SP rank officers, two additional SPs and 19 Deputy SPs at the venue of the rally. 

About 100 civil police constables, 35 traffic constables and 12 inspectors and sub-inspectors will be stationed in Mathura and Nagla Chandrabhan village. 

One PAC company for flood relief would be deployed for river patrolling along the Yamuna which flows through Mathura. 

In a massive outreach exercise similar to BJP's pre-election blitz, the party will hold 200 rallies on completion of one year by its government with Prime Minister Narendra Modi addressing the first in Deen Dayal Upadhyay's native village on May 25, and 5000 public meetings.

Termed by the BJP as "one of the largest" mass outreach in India's electoral history, Modi had addressed 437 public meetings in 25 states besides 1350 3-D rallies since September 15, 2013 when he held his first public rally after being declared as the party's Prime Ministerial candidate. BJP had claimed Modi had reached out directly to anywhere between 5-10 crore people.

PM Modi addresses rally in Mathura.

At the rally, PM modi said, "In a small village here Pandit Deendayal was born. His only message was- do not get tired, do not stop, do not bend...only keep working. We must mark first anniversary of our government at birthplace of great leader (Pt. Deendayal) who dedicated his entire life for welfare of people"

He praised the efforts of our freedom fighters. "Thoughts of three leaders shaped us in the last several years,those of Mahatma Gandhi ji, Lohia ji & Deendayal ji," PM Modi said.

He further said, "A year ago you made a decision, after 30 years, you elected a Government with a clear majority. Today this Government completes one year. This government is for the poor, working for the welfare of the poor."

He went ahead to criticise the Opposition and the previous government. He said, "Some people have seen Achche Din, but some have seen Bure Din...I am the Pradhan Sevak of this country, but also Pradhan Trustee. I will make sure there is no corruption and loot in this country. And hence it is bure din for 'those' people"

He added, "It's been 60 years, more than 3 lakh farmers have committed suicide, I'm not here to discuss who's responsible for that...One farmer dies or 30 lakh, he is my brother and fellow-countrymen. This topic should not be politicised. We must look into why farmers are unhappy after 60 years of Independence."

He said, "We opened bank accounts for the poor. The poor were not given the opportunity to enter banks for so many years. We have also thought about soil health cards for farmers, through this the farmer will know about the condition of the land. We are making efforts so farmers of nation get adequate water, electricity and land."

He went on to say,"During last elections I had said, that if I had my way I would end one law every day. In the coming days 1300 laws will be abolished."
 
"We want to create an environment where there is a sense of social security within people, we have introduced Atal pension yojana," he added
 
Talking about inflation, PM Modi said, "If you had not elected this government, we don't know how inflation would have affected your lives. But we have been able to control inflation."
 
He went ahead to talk about employment in India. He said, "If India has to fight poverty, the youth of the nation must get employment opportunities. Big corporates don't generate a lot of employment. It is the small traders, businessmen who provide the maximum employment. There are small traders who sell vegetables, milk, newspapers, have small industries, they employ 12 crore people of nation"
 
Talking about measures taken for employment, PM Modi said, "We are promoting tourism in India because that generates job prospects."
 
"I take responsibility that when India celebrates its 75th anniversary in 2022, every poor man in India will have their 'own' house'," said PM Modi at the rally.

PM Modi reaches Deen Dayal memorial in Mathura.

PM Modi paid tribute to BJP veteran leader Pandit Deen Dayal Upadhyaya at his memorial in Nagla Chandrabhan, Mathura on Monday. The PM is present in Mathura to mark off celebrations for first year anniversary of NDA government at the Centre.

At the memorial, PM Modi said, "When the venue was being discussed for the first year celebration I wanted to organise it either at Deen Dayal Upadhaya's birthplace or Syama Prakash Mukherjee or Atal Bihari Vajpayeeji's birthplace....I wasn't lucky enough to have seen Pandit Deen Dayalji in my life. But I remember that the day our country lost Pandit Deen Dayalji, I was inspired to get into politics. I pay respect to that great man and would request him to give us blessings to take forward his teachings and beliefs."
