Left lacks representation in Land Bill panel, complains CPI(M)

CPI(M) members in the Rajya Sabha on Wednesday complained of lack of representation of Left parties in the joint parliamentary committee on the Land Acquisition Bill, alleging that the constitution of the panel smacked of "manoeuvring".

When Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said that Lok Sabha CPI(M) member Mohammad Salim was a member of the committee, party leader Sitaram Yechury said the mere inclusion of a Lok Sabha member of a party cannot be the sole reason for denying its members in Rajya Sabha. He claimed the way the 30-member committee was set up "smacks of manoeuvring" and said that the government had sought the names from parties, including CPI(M), for inclusion in the panel.

Yechury's party colleague K N Balagopal raised the matter, saying the motion for constituting the committee was taken up at a time when the Chair announced lunch break. However, despite the announcement, a discussion on the Companies bill was being held, amidst which a motion for constitution of the committee members was taken up, he said, adding that several members, including those of the Left, were not present in the House at that time.

As a result, there was no representation of the Left parties in the committee to examine the crucial land bill, Balagopal said. Naqvi said that even in case of AIADMK, only a Lok Sabha member was a part of the committee.
Deputy chairman P J Kurien, who was in the chair, said he agreed that the matter could have been taken up in a better manner.

He said he had been informed by the government about the urgency of constituting the panel, after which he had put the question regarding taking up the motion to select land bill committee members to the House. Since, not even a single member present objected, he had gone ahead with the passage of the motion. As Yechury again mentioned his objections, Kurien said he has already conceded that it should have done in a better way.
