Key development scheme that kept Maoists at bay faces termination

The Integrated Action Plan (IAP), a key scheme to Maoist's interests through positive development action in crucial sectors at district level, has been hit hard by Modi government's decision to take it out from the central budget and hand over to the states on the plea of implementing 14th Finance Commission's recommendation to devolve 42% of total tax share to the divisible pool of states.

What is Integrated Action Plan (IAP) scheme?
The IAP scheme was started by the Congress led UPA government in 2010 for selected tribal and backward districts in Naxal affected states for accelerated development. It aim was to provide public infrastructure and services to the backward districts so that natives of these districts come can out from the Maoist fold and become a part of the State's development agenda.
Under the scheme a sum of Rs. 30 crore is released directly to each of the 88 districts per year and the decision to utilize this huge fund is taken by a committee of three key officials – district collector (DC), superintendent of police (SP) and divisional forest officer (DFO) of the district. It was being monitored directly by the planning commission as the nodal agency.

What kind of projects are being undertaken in the IAP?
The nature of major works/projects taken up by the districts under the IAP include construction of school buildings, school furniture, Anganwadi centres, drinking water facilities, rural roads, panchayats bhawans / community halls, godowns / PDS shops, livelihood activities, skill development/ trainings, minor irrigation works, electric lighting, health centres, Ashram schools, construction of toilets, special coaching classes for students, development of play grounds etc.

Has it been successful?
Yes, to a great extent. Even the CPI (Maoist) leader in their internal communication have described the IAP scheme as a stumbling block in the spread of their ideology and have even asked their academic comrades to undertake a study of its impact in their strongholds and how to counter it.
Under IAP scheme, a total number of over 1.2 lakh projects were completed till June, 2014.
