Kashmiri man tied to jeep: Farooq Dar had cast his vote before being used as 'human shield' by army

A report submitted by senior superintendent of police Budgam to Jammu and Kashmir director general of police SP Vaid last month has confirmed that Farooq Ahmad Dar had cast his vote before being used as a human shield. 

According to the police investigation, Ahmad Dar--he was tied to the bonnet of the army jeep on the day of bypolls for Srinagar parliamentary segemnt in April--actually cast his vote at the polling booth in his native village, Chill, reports Greater Kashmir. "After casting his vote, he along with Hilal Ahmad Magrey left for condolence meeting to Gamporta,"  reports Greater Kashmir on the basis of Police report.  

Contrary to army's claim, Farooq Dar had maintained that he had gone to cast his vote and was not part of the stone pelting group. Army Major Leetul Gogoi had reportedly claimed that Farooq Dar could have been the ring leader of the stone-pelting mob.  

According to the reports, the army officials told a probe team that they had received a call from ITBP and local police guarding a polling station to save them from a mob which was out to lynch them. The army convoy rushed in from Kandipura and tied 36- year-old man Farooq Dar to the army jeep, they said. This was to dissuade stone-pelters from attacking the army convoy. 

This incident was shot by unknown residents on their mobiles and the video showing Dar as a shield against stone- pelting 
protesters was circulated on social media.

The video triggered a public outcry in the valley prompting the civil and army authorities to launch separate investigations.
