High Court directs the state government to provide BPL girls Rs25,000 and five grams of gold for their marriage.
The New Year has brought with it good news and gifts to the 3.73 lakh poor girls of the state. The Jammu and Kashmir high court has asked the Omar Abdullah government to provide Rs25,000 and five grams of gold for marriage of girls living below the poverty line to enable them to live a dignified life and prevent their exploitation.
A division bench of justices Virender Singh and Muzaffar Hussain Attar asked the government to formulate a scheme for 3,73,086 girls based on the seven considerations to make them self-reliant. “The state of Jammu and Kashmir shall constitute a separate fund for which the state would be at liberty to seek donations from the philanthropists. This fund shall be utilized for marriage purposes of these girls whose number is mentioned in this order and who are identified by the state authorities themselves. A minimum of Rs25,000 shall be paid to the girl at the time of marriage and as far as possible five grams of gold shall be given to the girl who is to be married,” the court said.
The court has listed in detail the other considerations for the government to formulate a scheme for helping these poor girls to lead a dignified life. It includes identifying areas in both urban and rural regions, which are in close proximity with each other, from where these girls have been identified.
“Two or three mohalla/wards in urban areas and one or two villages in rural areas can constitute a unit... The girls of these areas be made part of society/cooperative society which shall be exclusively for these girls and for their benefits,” the court said.
The court noted that these girls wherever required shall be imparted training in handicraft, tailoring, knitting, poultry. “The societies/cooperative societies of these girls shall he provided all incentives to work… The products of these societies/cooperative societies shall be purchased by the handicraft department/handicraft corporation of the state… The payments to these societies/cooperative societies shall be made at the time of purchase of the products itself…
Further profits earned by these government outlets shall be shared by societies/cooperative societies in equal proportion,” the court said.
The court maintained that when the mechanism comes into existence these poor girls would definitely not fall prey to the evil forces of society. “It is our earnest desire that the state of J&K would work on the suggestions/directions made in this order. When the mechanism as detailed here in above comes into existence these poor girls would definitely not fall prey to the evil forces of society and would be in a position to lead a life based on moral values and in a dignified manner,” the court said.
