Jammu and Kashmir government appoints Public Service Commission chairman, members

Jammu and Kashmir government has revived the near-defunct Public Service Commission by appointing senior IAS officer Khurshid Ahmad Ganai as its chairman besides nominating six other members. 

Ganai, who currently is Financial Commissioner, Industries and Commerce Department of the state, was appointed as Chairman of the Public Service Commission at a cabinet meeting chaired by Chief Minister Omar Abdullah here last evening, an official spokesman said.

The other members of the Commission are IAS office Sheikh Mushtaq Ahmad, former IFS officer Mukherjeet Sharma, former Director General, Economics and Statistics B R Lachotra, former Director General, Accounts and Treasuries Wali Mohammad Bhat, former Professor Ophthalmology Tejit Singh and former Director Animal Husbandry Farooq Ahmad Kaloo.

The Commission had become almost defunct when the previous Chairman S L Bhat relinquished office on September 10, leaving former IAS officer K B Jandial as the only member of the nine-member recruitment body.

The Commission could not conduct much work on administrative or recruitment from for the past one month in absence of a chairman. The cabinet also appointed G H Tantray, former Commissioner Secretary, as Chairman Jammu and Kashmir Board of Professional Entrance Examination (JKBOPEE) for a period of two years, the spokesman said.

He said the cabinet also sanctioned appointment of Bimal Kumar Tickoo, Chief Engineer PMGSY, Kashmir as Development Commissioner (Works) with immediate effect and approved placement of Tahseen Mustafa, Chief Executive Officer, Economic and Reconstruction Agency, in the grade of Development Commissioner (Works) on ex-cadre basis. 

The cabinet accorded sanction to the temporary engagement of 663 persons on casual basis for watch and ward (chowkidar, orderlies and drivers) in the newly created administrative units by the Revenue Department.

The government also accorded sanction to the creation of 308 posts of different categories in the Department of Law, Justice and Parliamentary Affairs for setting up of district level offices in all the 22 districts for implementing the State Litigation Policy, the spokesman said.

He said it also accorded sanction to the creation of 110 posts of different categories for functioning of 22 'Dehi Adalats' (rural courts) in the state.

The Cabinet approved renaming of the Soil Conservation Department as Soil and Water Conservation Department, he said.
