Jallikattu ordinance promulgated, Tamil Nadu celebrates; PETA to study ordinance

Earlier, the Tamil Nadu government has drafted an ordinance seeking to allow Jallikattu. This ordinance was approved after President Pranab Mukherjee gave his nod for its promulgation.

Tamil Nadu Chief Minister O Panneerselvam came back home a happy man on Saturday, and got set to flag off Jallikattu (traditional festival of taming bulls) in Madurai on Saturday.

Earlier, the Tamil Nadu government has drafted an ordinance seeking to allow Jallikattu. This ordinance was approved after President Pranab Mukherjee gave his nod for its promulgation.

Intriguingly, the ordinance had been kept in abeyance till late in the evening. Even the draft ordinance prepared by the Tamil Nadu government was kept a well-guarded document by both AIADMK MPs and the Centre, giving rise to doubts that its contents may have allowed People for Ethical Treatment of Animals (PETA) to approach the Supreme Court.

P Sreenivasa, legal Counsel with PETA, said: "We await a draft of the new ordinance and shall study it. Of course, the judgement of the Supreme Court is still pending and the matter remains sub judice."

A senior government official said that the ordinance is an amendment to the Prevention of Cruelty to Animals (PCA) Act, 1960, and was drafted with a view to ensure "survival and well-being of the native breed of bulls and preservation of cultural traditions of Tamil Nadu."

On reaching Chennai, Panneerselvam sent a letter thanking Prime Minister Narendra Modi, for his "support and assistance in enabling Jallikattu to be held in Tamil Nadu once again."

He also apprised the PM of the TN government issuing an ordinance under Article 213 of the Constitution. In the early hours on Saturday, Modi had tweeted: "We are very proud of the rich culture of Tamil Nadu. All efforts are being made to fulfil the cultural aspirations of the Tamil people."

After getting the technical go-ahead from President Pranab Mukherjee, Tamil Nadu Governor Vidyasagar Rao promulgated the ordinance to hold "Jallikattu" making the massive crowd who had gathered at Chennai's Marina beach erupt with joy.
