Centre has opened its purse strings to provide jobs to thousands of youth, and construct over 14, 000 bunkers for the border residents to escape Pakistani shelling.

Union Home Minister Rajnath Singh on Friday said the Centre had decided to raise five Indian Reserve Police (IRP) battalions in which people from border areas of Jammu and Kashmir would be given 60 per cent reservation.

"We have decided to raise two border battalions in zero to 10 kilometre area of the borders. Plus it has also been decided to raise five Indian Reserve Police battalion in which more than 5,000 people will be selected and there will be 60 per cent reservation for the residents living in the area of zero to 10 kilometre range of the border," said Singh in Kupwara after meeting several delegations.

Centre has also decided to raise two exclusive women battalions to provide jobs to 2,000 women in the security forces. "The Ministry of Home Affairs (MHA) has sanctioned two new women battalions for J&K police. One battalion will be for Kashmir division and the other one will be for Jammu division," said Singh

Union Home Minister also said it has decided to construct 14,460 bunkers for the border residents and Rs 415 crore has been sanctioned for this purpose.

"There was a long pending demand for bunkers in border areas. People were saying that community bunkers were inadequate leave alone individual bunkers. We have now decided to construct 14460 bunkers – 1431 community bunkers and 13029 individual bunkers. Each individual bunker can accommodate 8 to 10 people; while the community bunker can accommodate 40 to 50 people," he said

The MHA has revisited the scheme of giving Rs 5 lakh as compensation to people killed during cross-border firing and ceasefire violations. "Now this amount of Rs 5 lakh will be directly credited to the account of next of kin. All conditions relating to fixed deposit have been removed," Singh said.

Centre has also decided to give financial assistance of Rs 5.5 lakh per family for West Pakistan Refugees settled in the state of Jammu and Kashmir. Nearly 5,764 families will be benefited from this decision.

MHA has also increased the monthly cash relief of Kashmiri and Jammu migrants by 30 per cent. "The relief given to Kashmiri and Jammu migrants was increased to Rs 10,000 in year 2015. Now we have decided to give 30 percent hike. This amount will be increased to Rs 13,000 per family per month," said Singh

Apart from people getting killed in cross-border firing, Centre will also give compensation of Rs 50,000 to a farmer for each cattle killed in shelling. "Earlier there was cap that compensation for only dead cattle was being paid, no matter how many animals were getting killed in the border shelling. And the compensation was given at the rate of Rs 30,000 per cattle to the limit of three. But that cap has been abolished and the farmer will get Rs 50,000 for each cattle killed in shelling," he said.

Relief For Cattle

  • Apart from people getting killed in cross-border firing, Centre will also give compensation of Rs 50,000 to a farmer for each cattle killed in shelling. 
  • Earlier the compensation given to farmers for their cattle being killed was Rs 30,000.
